Charlottesville Intervention Guidebook

In 2022, CAPA partnered with the City of Charlottesville, VA to develop a suite of heat intervention recommendations. Like many US locales, Charlottesville has experienced rising temperatures in recent years and the City wanted to prepare for a hotter future. The resulting guidebook incorporated both heat mitigation and adaptation measures, and was divided into (1) ‘Community Scale Strategies’ for municipal managers and planners, non-profit or community based groups, academic institutions, commercial property owners, business owners, developers, utility companies, and other non-residential entities, as well as multi-family property owners or landlords, and (2) ‘Household Scale Strategies’ for individuals. Intervention options covered by the guidebook accounted for local context and limitations; for example, green building mandates needed to comply with or practically work around the Dillon Rule, which prevents local deviation from State building guidelines. Additionally, we focused on heat intervention options beyond tree planting, which had received less attention and were less known to local practitioners. The final product – including specific strategies, special considerations, and case studies – provided the City of Charlottesville with a menu of options to inform subsequent community outreach and municipal action.
