Project Example

Dallas, Texas

CAPA conducted a jurisdictional scan for the City of Dallas to identify opportunities for action on extreme heat. The scan included 13 local plans, 13 code chapters, and 1 research report; revealed areas of alignment between stakeholders in local and State government, the non-profit sector, and public health; and explained gaps in data and code language that could limit heat action. For example, the City lacks clear data on the local health effects of heat that might justify new programs or funding support. Despite an interest in green infrastructure planning, municipal code does not clearly permit strategies like green roofs. The jurisdictional scan resulted in 10 actionable recommendations for the City of Dallas, including future research and planning directions, and specific updates to code language.
